[BC] KHNL-KFVE/KGMB merger

More items of interest: 1. It seems Raycom has an option to buy KGMB. Under present rules how is that posible.  2. The public inspection files at the stations have some problems.  KGMB's were in "disarray".  KHNL-KFVE's couldn't be found for two hours.  Let's see how the FCC handles this.
