Barry,

As soon as an EM manager sees you are from the media they tighten up.
Most have been burned by aggressive media reports and can't and will
never trust anyone from the media even if though you are just trying to
connect for alerts and warnings.  

Its only when the EM reach out do you have a chance to get the linking
in place.  In the state of ILL we have areas were local plans have been
stalled for years while attempted to connect.  We have a EM person who
has hosed meeting after meeting with little success for local plans.

         As with so many of the issues that face society
         today, it seems competing bureaucratic interests
         have overwhelmed what should be simple
         operational decisions.

         If you are in a crowd, holding a megaphone, and
         someone falls ill, are you going to wait for some
         politically defensive EM manager to arrive and
         decide if you should call out "clear the way, please,
         someone needs assistance?"

         I truly wish we had some competent EM managers
         on this list. Not that they could solve the issues
         for so many brain-dead EM departments in this
         country, but that they might offer examples of
         what does work.
