I believe Larry is right on this and Sid is wrong.

Yes you can relay the emergency alerts from NWS (if they send one),  
and yes, you can announce emergency warnings without originating the  
FSK.  The burden for originating the messages and tests should be  
shuffled off onto government.

The KWVE NAL situation puts an enormous burden on the relay  
stations--they have to be perfect all the time.

The only way the FCC will understand how far out in left field their  
enforcement branch has strayed is if there are mass defections from  
the daisy chain system now in place in most states for EAS.

We have only seen the tip of the iceberg.  The CAP system will sink  
the ship the first time some hacker figures out how to get into the  
system & uses the internet to send a bogus message.
