[BC] Fine? 5k for eas botch?

I cannot imagine how one can blow off ALL weather.  Tornado Warnings?   
You HAVE to put them on the air.  OK, maybe you don't "blow tones" but  
they MUST go on the air.

Frankly, if anyone is monitoring you, you must "blow tones" too.

Same for many Hazmat situations.  A chlorine gas cloud from a rail  
tanker is actually important.
