After this event I would recommend moving the RMT to be consistently generated by a government agency and get the LP's out of sending a RMT.   Less risk is better.  Its not worth an $8,000 fine.  An alert would originate with a government official and not at the station level.  Broadcasters do NOT generate alerts; government officials generate the alert message.  
 
Going forward do only what is absolutely required and no more and automate the process as much a you can.  I would stand down from any alerts except required presidential and governor.  No weather, no hazmat, nothing except RMT and RWT.  No gain in volunteering beyond the basic requirement.

Our Local Plan, which I helped draft, has the RMT generated alternately by
the county EOC and the various LP1s.  They may reassess their involvement if
this abomination is allowed to stand.
