At this point the only recourse for KWVE is to try to get their  
congressman involved. Too bad they are a Christian station.  Folks  
like me would take a check to the next NAB meeting with the  
Commissioners & suggest what they could do with their fine. These  
clowns hate to be confronted with their idiocies.

This is reminiscent of the flap over the tornado that hit DC a couple  
of years ago.  NWS screwed up big time, didn't catch the storm.  A  
couple of local TV stations scrambled and got warnings up, based on  
their own information.  So, of course, the Commission fined the TV  
stations for not having a crawl or other visual content for the  
handicapped.

One senior communications lawyer later brought up the very issue  
raised here--suggesting if stations are going to be punished for  
attempting to do the right thing, they would be better off doing  
nothing. As Warren suggested, just let the government do it, then  
scream loudly after the fact about government incompetence.

For the radio community as a whole, the best recourse and response to  
this NAL is for a mass resignation of stations as LP-1 and relays.  
Only way the Commission will get the message.  Printing out the NAL &  
handing it to a few general managers may get the message across as to  
why this would be prudent. But I doubt it.

Unfortunately, since radio is now so "corporate," such an action goes  
against the PR grain.  Local market managers would rather let the  
company pay the fine, and fire the hapless board op rather than take  
any stand.

Maybe Clay Freinwald and Rich Rudman will see the dangers now in  
cooperating with the government on any EAS schemes. Especially the new  
CAP, which is probably doomed to fail in an even bigger way.
