Here's a thought...the FCC is itching to reopen the Janet Jackson case. 
Of course, the justification for the fines against the stations involved 
was that it was a "willful" violation of the rules.

This would be a golden opportunity for CBS and its allies to file 
comments challenging the Commission's interpretation of "willful". Since 
CBS obviously has the money to fight the FCC, if they were to take up 
the cause, it would not only serve them but the entire industry.

The FCC seems to have forgotten, "Be careful what you ask for--you may 
get it."
