Minor point Alan,

    If you are non-participating EAS station, you still have to do all 
the tests, transmit and receive, log it all. Being non-participating 
only means that if there is a EAN, you go off the air.

    But I'm watching this one real close. My feeling is that 90% of the 
LP-1's and LP-2' s are watching the FCC, and if the fine goes through, a 
whole lot of stations will pull out of the LP-x category. And I don't 
blame them. This was an accident. Period.
