Regardless of how it happened, a $5000 fine would seem to take the 
incentive away. We had a similar thing happened in New York when the 
system was first tested. The originating station didn't send the EOM. 
New York had more Classical music stations for a few minutes than 
anywhere in the world.

It's a good thing the PPM didn't exist then.

Ignoring the fine for a moment, what's the incentive for a station to 
want to be at the head end of this thing? I remember whatever 
followed Conelrad (EBS, I think) supplied the stations with equipment 
and required them to have a sort of bomb shelter studio.

I think they should put Larry Fuss in charge of the whole thing. From 
what I hear it worked during the earthquakes and tsunamis.
