And of course, a telecommunications tower can be any
height-including a number less than 100.

The Amateur Radio Operator has the PRB-1 Exemption.  The
broadcaster does not.  The broadcaster is trying to say that he
is just an "amateur" at broadcasting, so that makes him a radio
amateur.  The city attorney now has a FCC Defination of "Amateur".

This is where the so-called christian has an issue also.  He is
licensed for about 75 feet AGL.  He was operating at 100.  If
he only dropped 20 feet, then I believe he is still in violation.

The FCC is in posession of that part.

He keeps telling the city HAAT is how you measure the tower
height.
