I think what they really mean is that it makes the less than 
compelling and often off the air secondary channels available on a 
standard FM receiver. In an area like mine when the digital 
repeatedly dumps it'll feed "low definition" FM into a "low 
definition" receiver.

I can't find anywhere where it indicates it's a portable receiver 
like the Insignia or Zune. It's like the SIRIUS/XM receivers that 
require a separate FM receiver. The web site clearly calls it a 
"Transportable," meaning it has to be docked somewhere.
