[BC] Another HD portable!

Now let me get this right. It takes the new "high-definition" radio signals off-the-air and converts them to "low-definition" so they can be received by a car radio --right?

Why not just dial in the "low-definition" signal on the car radio and bypass this Part 15 contraption altogether? I seem to be missing something.
