[BC] LP Radio broadcaster wins

The video story shows a second tower with an HF Yagi on it, but I can't 
find him on qrz.com. There is a Tony Rivas with a Tech class license in 
California. and no Anthony Rivas at all. The video does show what 
appears to be a LPFM CP.
