[BC] New antenna for AM broadcasting

Larry,
I'm just now catching on to this topic, but from an earlier reading from another poster, this antenna is to eliminate the use of so much real estate? With real estate at it's prime, it's getting harder to find a site for a simple non-directional AM Radiator.
It appears to me the several acres would need to be purchased for radials, in order for it to work. It would be a blessing to managers and owners if a antenna could be designed for class C and D stations.
The tower/radiator would be about 50' with some sort of counterpoise ground radials going out about 30 to 50 feet. With city and county codes getting tough on tower and pole (thanks to the cell phone industry) it's expensive and difficult for the small broadcaster to obtain land in an area where one can put up a 1/4 wave tower, with the proper length and amount of radials.
The city of Gallatin contacted me and wanted me to lower my tower height from 150' to 100'. I guess somebody had been complaining was my assumption. I told them I couldn't lower it, In addition, I'm using a folded unipole and I can't top load it to make up the difference. I'm on 1560, with almost no ground system due to thief of the radials. Tower is on 1 acre of land.
