A few ideas:
1) You might be able to reduce the IM enough to meet FCC limits by
installing an isolator at the translator output. EMR supplies these
for the 88-108 band in the 100 watt range and I've used them
successfully on translators collocated with full power stations:

2) As Mike mentioned, a translator antenna with half-wave spaced bays
will minimize coupling to/from other antennas mounted higher or lower
on the same tower.
3) If the translator antenna is vertically polarized only, this
should also help to avoid interaction with other antennas above or
below it.
