I'm by no means an expert or even really clued in, but it has to do with
the antenna itself most of the time.

Gone are the days of simple 90 deg. T's to simply match something to
50-J0. You need to now look at different phase rotations to achive the
best cusp roation for a TX factoring transmission line length. Which might
be something other than a simple T and a great line match.

Remember, it's not the ATU which needs to see 50J0.  It's the TX's
transistors as seen through the various networks.
