[BC] DA proof for FM

Fred,

Look at the wording in your FCC issued DA CP. 

Most of them state that the antenna manufacturer
must do range measurements to be sure the pattern
meets the CP limits and submit a document
describing how the tests were run (I believe all
the major antenna firms now offer full scale
range tests; a couple used to do only miniature
model work until pressed by customer to use full
scale). Plus most CP's I have seen also require a
surveyor to certify that the antenna is aimed as
the antenna manufacturer states in their
documentation.

The costs quoted by most firms are for labor
costs and tower duplication costs only to support
the sale of the actual antenna.

A possible alternative; reduce the ERP to the
point you can do an omni (non-DA) pattern. You
might have to move the site to get city grade.
