Government orignated content is one which CAN be forwarded by a Part 97
station. For emergency or alert messages, it's considered to be QST in
nature and is specifically permitted in the rules.  Why do you think
NASA's transmissions are permitted?

OTOH, non-government originated content can't be forwarded, but can be
transcribed by an originating Part 97 station. There is a real fine line
here. But for real EAS coded messages with a government origination, I
strongly doubt the FCC would make an issue.

How would one handle a RMT which is generated by the local Part 73? 
Simple...get a waiver at the request of the SECC or LECC.
