Actually, yes - TIS stations are limited to telephone audio bandwidth.

IIRC,. <3kHz top end; I don't recall offhand the bottom, whether it's 
300 Hz or not...

Although "badly distorted" and "Double audio" are not, last time I looked...

You might give them a call...

Try the local state police post, if you can't find a number for the 
state highway folks...
