You are clearly not a licensed amateur. This is a hobby. Not main stream
communications like the interstate reference you cited.
ARS is designed to be a all methods communicatons medium and cutting edge
when the opportunity exists. That's why there are experiemental licenses.
ARS is meant to tinker and fiddle. And be the "boy scouts" of
commuications.
FWIW, I'll gladly keep a 25Khz analog FM or AM radio handy when (not if)
the infrastructure based communications system go down after a major
event.
