You're confusing transmitter power with brain power. As I recall WOWO 
at the time of the power reduction was an unremarkable station 
carrying syndicated programming that could be heard probably on a 
dozen signals in the market. It's now got it's groove back (sorry 
Stella). With the power increase, WLIB has the capability to do quite 
well covering the city. All it needs is consistent programming. That 
requires brain power, something the industry appears to be running on fumes.
