[BC] PAD data legal question

Is there anything that would legally prevent stations from selling their PAD 
data strings?

I have in mind something like a one-ling greeting E-card, like "happy 40th 
b'day Janet!" or "Peggy, I love you" etc. 

Offer to run the Ecard, $XX.XX for Y days on the PAD data string. 

Any legal reason why we could not do that?
