In a neighborhood of ill-repute, I learned this.  I went around once, then 
came back to the same spot a 2nd time.  A couple locals came up and asked 
what I was doing.  I told them I was measuring the radio signals of their 
favorite hip-hop station.  They said..."cool"...and advised that I was 
being "watched".  Had I not answered them with a reasonable answer, the 
third time around would be less "receptive".

I then asked why me? They said I was out of place and alone.  Like a cop or 
rival ganger snooping.  They suggested getting a woman to ride with me to 
be less obvious.

At which point, I determined the only time I will do radials in certain 
parts of the city is early Saturday and Sunday mornings and with a woman 
passenger writing down the data.  The woman part makes it look less 
threatening...
