In Cumberland, MD I had a man with a Winchester .306 in one hand, beer
bottle in the other confront me at 0830 on a Sunday morning while I was
taking a point reading. I told him I was taking signal measurements for the
Government, I wouldn't leave anything on his property and it wouldn't cost
him anything. He just went back into his house. He thought it was 2030 on a
Saturday night :-)

I've found that having a form letter on station letterhead with the contact
phone number and GM's (or whoever) name explaining that I was conducting
signal level measurement was a big help. I describe my car and license
plate number. It puts people at ease. NEVER use the term "radiation".
