Larry,
The most important aspect of this is to insure YOUR equipment is fully
operating and without any malfunction or impairment. So that means testing
everything...again...internally. Insuring and verifying YOUR equipment is
operating correctly is in Part 11 by implication. Get a loaner EAS box and
set it up to identically simulate all the incoming audio sources (including
audio levels) to see if you can replicate the non-operation. Then vary
levels. EAS boxes are very picky about levels.
Don't give the Sage anything more than 0dbV or less than -20.
Don't give the G-R units anything more than the meter advises. Not even
peaking. Their window is even tighter.
Let me tell you the folks here and in surrounding WFO's take their SAME/EAS
responsibility seriously. We're Central Region. You're Southern
Region. But that should not change anything except a few minor structural
details. Southern Region has responsibility over some of the twister belt.
Have you spoken with any other local broadcasters to see if they are having
the same problems with the LP and NWS? (I had one station which I had a
devil of a time with a LP and it turned out the incoming audio port was
blown and not detecting coded audio despite it showing level and playing on
the speaker (Burk). I had to bring in a 2nd EAS box to test all the inputs
before I figured out the problem and switched to a different input.)
Have you spoken with either of your federal legislators, State EMA
Director, and NWS Southern Region in Dallas field staff?

Have you filed a FORMAL complaint with the FCC EB on any of the LP-2's not
sending ANYTHING? Once you can show and document your box(es)and system(s)
as well as your station (s) is (are) set up correctly, then do just that.
If you're the only one consistently having problems, that's a clear
sign.....The last thing you want is you to be proven in the wrong after 10
years of screaming.....
