[BC] EAS box placement

You know Larry, this could be a fun class project.

I had problems here in West Michigan, but I became a squeaky wheel,
so much so that I hold the official title of "Western Michigan EAS
Operational Area Curmudgeon" :)

If there is a weekly test missing , or a messed up RMT, I ask if
others got the same thing on the SBE Chapter 102 list server. Works
well. The EAS rules state that you can not simply state that you missed
an incoming RWT, you have to indicate "why". So I ask. Mistakes happen,
I do not begrudge that to anyone.

Is your state plan on line? What city is your station in? Me thinks
some worded questions from people on this list could produce results.

I was involved with a station for 4 years in another state. I
watched the EAS by remote control. The LP1 and LP2 were both only doing
RWT's every 3 rd week. They started doing them once a week, once I
started calling on Monday.

EAS is, well, EAS. A messy system. But it is such a lightning rod
for inspections, that I do spend about 30-40 minutes a week for several
stations. dotting the "I's". Dual prints out, computer logging and a
cross check log. :)

I'm game for the class project if you are.
