I've been trying since 1997.  At some point, one just has to give up.
I even complained directly to Roy Stewart at a state broadcaster's 
meeting some years back.  "We'll look into it", he said.  Nothing
more ever happened.

Like I said, I'll sent RWTs every week and I'll log what I receive.
But I am not forwarding crap from other stations and from NOAA.  If
there's bad weather, we'll handle it ourselves.  (Of course, there's
no requirement to auto-forward the weather stuff anyway).
