My understanding is that he only need to forward required monthly test.
There is no requirement to forward mislabeled junk or station promos.
If it isn't a real test he should be off the hook.
He can also monitor log and manually forward tests. The only time that
he would need to automatically forward is if he is unattended and his
station is not monitored by a monitoring point.

Record (the audio) each and every instance and you might have a prayer
