[BC] EAS box placement

Maybe I'm missing something here. What authority does a broadcast 
association have over the operation of a station? Did the state turn 
over determining who would participate to the association? If the FCC 
approved the concept what's their right to overrule them.?

It would seem to me all that needs to be shown is that your system 
performs as badly as everyone else's.
