[BC] Minimum staffing

The requirement that I was referring to was the requirement that the
designated chief operator be an employee.  This portion of the rules is not
on any compliance checklist that I have ever seen.  I have encountered a
couple of situations where the DCO was definitely a contractor, rather than
an employee.  No argument about the DCO not needing to be technically
competent.  I have encountered several that fit that description.

There's a rule that the CO is responsible for technical compliance, but
 none that he/she must be technically competent him/herself.
