what he could do is;
go to each of the cops homes and just scout around and look for something  
that could be mistaken for a bomb.
then call in the bomb squad, and have them detonate it.
then the cops will get the idea real quick on how stupid they really  are.
yep they'll be blowing up each others stuff.
i'm sure someone will get a bang out of that.
