Yes, that is correct. The FCC's comment on this matter specifically said
that the manager could not be "chained to his desk." IOW, maybe he might be
out one day when someone came around, but ought to be there the next day
around the same time.
Of course, now a "control point" can be anywhere someone has a cell phone.
But that's another story.
