It isn't that one CANNOT continue to use the common call sign, but
most companies won't allow it.
Well over a decade ago, an FM station in Washington, DC wanted to
position themselves as "BIG Oldies." They wanted WBIG. The AM
station in IL didn't want to give up the call sign, but they were
willing to be WBIG-AM, so the DC station could be WBIG-FM, for money,
of course. The deal was struck, and the rest is history.
It isn't as if these deals CANNOT be done, but often they are not.
There is no reason the AM in Buffalo cannot be WKBW.
There is no reason the AM in DC cannot be WRC.
It is just that the selling organizations didn't want it, OR were not
offered enough money to make it happen.
Hey, my house is not for sale, but if someone offers me $5 Million
dollars for it, I just need to know if I can move out, or if I need
to leave everything but the wedding photographs and my laptop
behind! I suspect my wife may overrule me on the wedding photos for
$5 Million (but I am not sure).
I also find KING and KONG funny. I'm sure they did tool.
Regarding your other topic:
Nearly EVERY TV station is going to continue to use their existing
"branding" even if they change channels. NBC-4 in Washington is
going to remain NBC-4 (WRC) as an example. They will be on 48 after
the analog shut off. This is repeated all over the country,
especially for low-band analog stations.
KONG is on 16, and the DT is on 31. They have no application to move
back to 16, and why would they? KONG really wins with DT, like
nearly no one else.
