The link below leads to a comparison of the F50,50 field intensities for 
setups similar to this scenario.  Field intensity out to about 2 miles 
slightly favors the 100 W at 100 ft system -- up to about 1.2 dB at a 
distance of 1 mile.

But probably the more important issues are the pop counts within a given 
contour from each system (which depends on the location of the towers with 
respect to the population), and the specific path clearances each system 
will have to that population.  That will need some detailed evaluation.
