The delay was rendered necessary due to the shortage of DTV converter box
coupons.  Believe it or not, not everyone can afford $50 or $60 for a
converter box or more than twice that much for a new digital-equipped TV.

No, TV is not a right and is not a necessity, but it is the most widely
used means of communicating emergency information to the public (tornado
warnings, etc.).
