Possessive pronouns never use an apostrophe.  "Whose" is correct.
You wouldn't write "his," "hers," "yours," or "ours" with an apostrophe,
so neither do you include one in "its" or "whose."

"Who's" is only ever a contraction of "who is" -- and "it's" is only ever
a contraction of "it is" or "it has."
