Will the bigger antenna pay for itself in reduced power consumption over 
a reasonable time frame?

With the added feedline, the same antenna or new version thereof will 
need a higher TPO just to overcome line losses (not much, granted...)

So, you pays yo money and you takes yo chances...

Without opening the calculator (since I don't know the exact numbers for 
gain, loss, etc...)

Off the top of my head - PERSONALLY - I'd be inclined to go with the 
8-bay antenna: 25kw / ~4 ≈ 6 kw at the flange; / 0.8 ≈ 7.5 kw TPO; Your 
Mileage WILL vary.

Run the numbers - too many variables for here, but a spreadsheet can 
show you all sorts of "what-ifs"...
