[BC] Wind and STL Mutes

I have had the same problem in not as server RF environment....  only
one other class A and one class C FM.

So far I have not found what is causing it.  Per Mosley  Tech-support I
increased the interleave... that helped a bit but didn't cure the
problem.   They also suggested an input filter.  I have not tried that
yet because I have a BE Big Pipe now which is Rock Solid and starlink is
only back up.

My guess is there's something loose somewhere on the three towers and
when the wind blows the loose connection is arcing and muting the STL..
