 Could be any of the "highest level" machines on the network,
 meaning the newest OS if they are all Microsoft.

 Adding ( booting or rebooting ) almost any M$ machine to
 the network will assert itself, and call for a new election.
 ( W9x machines do this about every ten seconds anyway )

 The newest M$ system will win, if no non-M$ systems exist.
 If there is more than one of the "highest level" OS on the
 network, the trend is toward a domain controller. Next, any
 server, and on a peer to peer it's a crap shoot which of the
 highest level machines will "win" the election.
