[BC] Windows NT browser problem

I had this problem in a "mixed" environment.  A Win2000 machine would 
elect itself as master browser, and then it wouldn't share the 
information with the other machines on the network.
It had to do with the Win2000 box being shut down by a patch that 
prevented "guest" access as I recall.
