[BC] 890 KIRB in California? Travis Airforce Base?

A friend of mine was driving along I80 near Davis, CA into Oakland and ehard
a station ID'ing as KIRB 890, and being part of or located at travis
AIrforce Base. It mentioned that "890 AM is your frequency for emergency
information and public service information"

What exactly is going on here? They had a coverage of nearly 60 miles or so,
listenable. They must be running some serious power.
