It would seem logical that a re-radiating structure would increase the
readings for some monitor points, and decrease for others.  Constructive and
destructive interference.

The thought occurs...  What if someone were to erect a vertical element
close to the monitor point and set a detuning network to reduce the reading
at the point?  Put it on a direct line back to the transmitter site.
Wouldn't it be possible to cheat and make that work?  I don't think it would
be that hard to do and certainly very hard to detect.
