[BC] AM MoM Rules release

The following is the release of the R&O and FNPRM for the AM pattern
measuring.

It basically follows the Coalition's proposal exceopt it requires what
amounts to be a skeleton proof set of radials.  I happen to concurr with
the set of skeleton radials to provide a basis for future performance
comparison as well as an indicator that the pattern's emission is something
close to where it should be.

There is much more to be digested.  But the release culminates 15 years of
work towards this new set of licensing standards.

Keep in mind, this is NOT an all applicable set of rules.  The new rules
will only apply to those stations which CAN be accurately moodeled AND the
actual installation adheares to and be verified by the model.  If the array
can't be verified, the classic system of formal radials and such will be
needed.
