[BC] FCC Approves proposed AM MoM Rules

A pattern b/w rule could be passed with application similar
to "racheting." IOW specify a maximum permitted variation 
between carrier and 15 kHz offsets then require applications 
for any change to comply. Pattern b/w is an issue that can be 
dealt with as a part of the allocation (CP approval) process. 
Under the rule that will soon be published, proving the pattern
would be no more difficult at the offset frequencies than at
carrier frequency. An assumption that the offset frequencies
(sidebands) will hold relationship with carrier is safe.
This is not rocket science. It can and should be done.
