Quite possibly; depending on what else gets moved, etc. For example, 
no current D-stations will remain on 690, 700, or 710; they all get 
moved to EXB - and KBYR has to protect WLW - whether that would be by 
a lower power (100 kw ND-U?  More?  Less?   ) or a DA-N would be 
subject to engineering studies.  KMBX and KSEV would possibly be 
allowed, since they meet B standards, but must protect BOTH WLW and 
KBYR, at their higher power(s)

Whether WEEI or WRKO could upgrade to ND would depend on other 
factors, as well... Who's the "oldest" station on those frequencies; 
that's the one that gets first dibs on 500 kw ND-U.  Since both are 
50 kw DA-1, they might be able to at least switch to DA-N or ND-U at 
50 kw; but that's one of the things I was talking about - are there 
situations where the proposed shuffling won't work as well?
