You say, "OW, technical merits, please, not politics.  I don't say it's 
perfect, but all ideas have to start somewhere... not even Edison got 
it right the first time.....<grin>"

Nothing you proposed could be discounted or enhanced based
upon technical merit. One can sit down and re-draw all the
frequencies and allocations and everything is feasible. You
could even put AM on FM frequencies although you would
have to have the Chinese redesign their radios.

The real world is all about politics, which you discount as
irrelevant. Certainly if I was trying to eek out an existence
with a small-town facility, I'd be against anything and everything
that would increase the competition in my area. If you put one
of those low-power "freebie" stations in my town that grabs
only one of my listeners, Jose's Auto Store may no longer
advertise and I go out-of-business.

Before you decide to reallocate all the frequencies and
power-levels, you first need to ask yourself what problem
you are trying to solve. The current Broadcasting blight
will not be solved with more frequencies, allocations,
or outlets.
 
Reestablishing the technical merit of Broadcasting and
enforcing that merit might be a good start. It would force
the slime off-the-air, and give the owners of the spectrum,
the American people, something worth listening to.
