The new rule will be an alternative to 73.151 and 73.154,
not a replacement, but when used, stations will be locked
into the modeling/sampling system certification mode never
to return to the old way.

Methinks the main use will be for rebuilding existing stations
which frequently will be essential for DA's preparing for IBOC.

Unlikely at the present state of the art, and if you can do it
with software, that would make it more of an allocation issue,
not an enforcement issue.

The enforcement issue will be sampling system certification
and periodic monitoring which is expected to control all
other operating issues.
