 Method of Moments.

 Essentially, you design an array.
 Build the array.
 Make some self-impedance measurements on the actual towers as-built.
 Go back to your original design, and correct the model to match
 the measured steel.
 Redesign the array for real world measured parameters, this time using
 what the towers really are, altering the thoretical model to reflect what
 was measured on the as-built steel.

 It's not a magic bullet, as it still fails to account for rerad structures
 that aren't known prior to lighting it up, but it's one giant step forward.
 A little more work in design, a lot less work in final tuning.

 The proposal has some additional requirements to license without a proof.
