I would guess that it was either deliberate or a "deliberate test"
especially if the "Presidential Party" was anywhere around.
Because IEDs (Improvised Explosive Devices) are often exploded
using cell-phones, it has become commonplace to completely
jam cell-phone traffic when some "big-Whig" is riding around.
It uses the same simple (and illegal) techniques that so-called
high-class restaurants in New York were doing to stop abusive
cell-phone activity --a high-power CW signal mid-band.
I note that a lot of naive broadcasters and even cable operators
are using cell-phones to cover news activity. This will fail
as soon as something important happens that beings
a big-Whig federal official to the site.
