Yes. The problem is in the diary markets (the vast majority). So far, 
only Philadelphia and Houston are up and running. This was supposed 
to be the first PPM survey in New York then New York and New Jersey 
politicians stuck their noses in over complaints of the 
underreporting of Blacks and Hispanics. I don't know what authority 
they have over Arbitron but they want an investigation. If Arbitron 
doesn't continue their dual (PPM and diary) reports I wonder if the 
politicians can legally declare the PPM reports null and void.

The complaints aren't going to go away since only the top 50 markets 
are scheduled for PPM. Even that rollout is years away.
